UN Council Endorses Donald Trump's Gaza Initiative

The global body has supported proposals put forward by Donald Trump for achieving a durable ceasefire in the Gaza Strip, including the deployment of an international stabilisation force and a potential path to a Palestinian statehood.

Unanimous Approval with Notable Abstentions

The proposal was approved by a vote of thirteen in favor, with China and Russia choosing not to vote. Washington's diplomat Mike Waltz addressed the council chamber that it set “a fresh direction in the area for both sides and all the residents of the area alike”.

Balanced Wording on Palestinian Statehood

The inclusion of mentions to an self-governing Palestine was the concession the United States agreed to for backing from the Arab and Islamic world, who are expected to contribute peacekeepers for the international stabilisation force (ISF).

“The transitional arrangements that we embark on today must be implemented in adhering to global standards and upholding Palestinian sovereignty,” Britain's representative declared.

Netanyahu's Opposition Persists

Nonetheless, on the eve of the council decision, leader Benjamin Netanyahu restated his cabinet's firm resistance to the establishment of a Palestinian state, creating uncertainty on whether the Israeli government will accept the implementation of the Council-backed plan.

Main Elements of the Proposal

  • Immediate lifting of existing limitations on relief supplies into Gaza
  • Creation of an global security force
  • Steps toward rebuilding and a possible “avenue to Palestinian sovereignty and nationhood”

Vague Language and Stipulations

The inclusion to independence was a compromise addition to an first US version which excluded it. Yet the wording is ambiguous and conditional, promising only that once the Palestinian leadership has undergone changes and the reconstruction of the strip is advancing, “the circumstances may ultimately be in position for a credible pathway to Palestinian self-determination and statehood.”

International Response

The language was insufficient of the firm commitment to the creation of a Palestinian state beside Israel requested by Arab and Islamic states, as well as European delegates, but in speeches to the assembly after the vote, envoys from those nations said they were prepared to accept the agreement in the interests of continuing the ongoing cessation of hostilities and prompt actions to provide for and safeguard the millions of Palestinian residents in the strip.

“Our delegation has finally decided to support of this text, a resolution that we support its core objective, namely the maintenance of the ceasefire and the formation of circumstances allowing the Palestinian population to exercise their immeasurable rights to independence and nationhood,” the Algerian envoy declared.

Execution Hurdles

The resolution provides general supervisory power to a “peace board” chaired by Donald Trump, but of uncertain membership. The board has to inform the UN but it is not obligated by the wishes of the global organization or by the PA.

Furthermore, it demands the establishment of a expert Palestinian panel that is tasked with overseeing day-to-day governance of the Gaza and the delivery of services, but it is quite ambiguous who would take part.

Stabilisation Team Mandate

The authority of the global force gives it authority to disarm and dismantle militant organizations in Gaza, but it is highly uncertain that would-be troop contributors would be willing to confront such organizations. No country has so far agreed to dispatching troops.

Moreover the standards for modification of Palestinian leadership, the requirement towards progress on independence, have been unclear.

European diplomats said they deemed it necessary that the members of the expert panel to provide utilities was agreed as without delay.
